Opioid settlement money is supposed to expand syringe services; Pa. nonprofit lost $150K because of them

Westmoreland County commissioners approved giving $150,000 in opioid settlement money to the nonprofit FAVOR ~ Western PA, which serves people in addiction and recovery. But the county later pulled its funding.
