Director of Payroll and Retirement – Controller’s Office

Westmoreland County Controller’s Office is seeking applicants for the position of Director of Payroll and Retirement. The purpose of this position is to direct, plan and supervise the activities of the Payroll and Retirement Department’s.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Interpret Payroll and Retirement Tax Law to monitor for compliance and application on an on-going basis.
Monitor non-union policy and union contract and policy for compliance and application.
Oversee internal control implementation, interpretation and compliance.
Maintain accurate and timely financial records, payroll and employee records, tax reports and retirement documents.
Oversee payment of employees and pensioners.
Act as liaison between Retirement Board and employees, Investment Manager, Actuary, etc.

MINIMUM TRAINING AND EXPERIENCE REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:
Must possess a Bachelor’s Degree with six to nine years experience in payroll and retirement administration, accounting management and lower organizational payroll and retirement duties or any combination of education and experience that provides equivalent knowledge skills and abilities.  
MINIMUM PHYSICAL AND MENTAL ABILITIES REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:

Physical Requirements: Ability to operate a variety of office equipment including personal computer, printer, desktop calculator, microfiche monitor, photocopier and telephone.
Supervisory: Ability to assign, supervise and review the work of others.             Ability to make recommendations concerning the discipline and discharge of others.
Mathematical Ability: Ability to add, subtract, multiply, divide and calculate decimals and percentages and interpret basic descriptive statistical reports.
Language Ability and Interpersonal Communication:

Ability to comprehend a variety of documents including financial statements, tax laws, tax reports, pension laws, union contracts and employee records.
Ability to prepare a variety of documents including financial statements, tax reports, retirement summary plan descriptions, internal management reports and deposit and deduction reports.
Ability to use and interpret basic accounting terminology.
Ability to record and deliver information, explain procedures and follow instructions.

WORKING CONDITIONS:

Works indoors in limited office space, with adequate lighting, temperature and ventilation.      
Normal exposure to noise and stress, but subject to frequent disruptions.
Normal indoor exposure to dust/dirt.

PHYSICAL/MENTAL CONDITIONS:

Must be able to record, convey and present information, explain procedures and follow instructions. 
Sedentary work, with occasional lifting/carrying of objects with a maximum weight of ten (10) pounds.
Must be able to sit for long periods throughout the work day with intermittent periods of standing, walking and occasional bending, twisting, stooping and reaching.
Dexterity requirements range from fine manipulation of fingers/hands to simple movements of feet/legs/torso as necessary to carry out essential job duties.
Must be able to pay close attention to details and concentrate on work.
Must demonstrate emotional stability.
Must be able to cope with the physical and mental stress of the job.

County residency must be established within 180 days and maintained throughout employment.
