DHS Fiscal Officer 1 – Area Agency on AgingWestmoreland County is seeking applicants for the position of DHS Fiscal Officer 1 in our Area Agency on Aging Department.  This position is responsible for managing the primary accounting functions for AAA Guardianship.  Key duties include preparing financial reports, establishing budgets, supporting external audits, and providing necessary information for tax returns.Key Responsibilities:Handle primary accounting activities in collaboration with the Aging Care Manager and Aging Care Management Supervisory panel.Prepare and participate in external audits.Work with tax preparation agencies to ensure annual tax returns are filed for consumers.Accounts payable for opioid funds, HSBG retained earnings funds and HSDF funds.Revenue receipt management of opioid funds, HSGB retained earnings funds and HSDF funds.Evaluate life and health insurances and follow through with completing applications, seeking case surrender, and converting beneficiaries.Prepare an inventory of all assets owned by any ward of the Agency at the time of the guardianship appointment and file the final draft of the inventory.Prepare and file 1099 and 1096 IRS tax forms for consumers with personal care aides.Serve as back up person for both second Fiscal Officer 1 and Fiscal Officer II.Serve as back up person for payroll data entry as needed.All other duties as assigned.Qualifications:Bachelor’s degree from an accredited college or university in accounting, business administration, finance, public administration or a closely related field.Associate degree with significant experience in accounting or bookkeeping.Minimum of 2-5 years’ experience in fiscal or accounting work focusing on progressively responsible roles involving budget analysis, financial reporting, or similar tasks.Applications, resumes and cover letters should be sent to:Human Resources Department2 N Main StreetSuite 108Greensburg, Pa 15601Or emailed to:employment@co.westmoreland.pa.usEmailed applications must place DHS Fiscal Officer 1 – AAA in subject line.Westmoreland County is an equal opportunity employer.
