Aging Administrator III – Director of Area Agency on Aging

The Westmoreland County Area Agency on Aging is seeking applicants for the position of Administrator III- Aging Director. The purpose of this position is to manage and direct the planning, organization, staffing, direction, coordination and evaluation of human service programs as well as supervise the administration of the Area Agency on Aging. The Aging Administrator plans, organizes and directs a comprehensive social and human service program of services for the aging population, administers an annual budget for the agency, establishes program policies and operating procedures, develops a network of multi-service centers to promote the social, mental and physical well-being of the aging population, administers a system of supportive, in-home and extended services, provides technical assistance to providers of social services in the planning and service area, acts as a liaison to community senior citizen organizations and the AAA Advisory Council, acts as an advocate in the interest of the aging population to County Commissioners and the public, reviews and approves agency expenditures, directs the development of grant applications for resources to improve existing services or the initiation of new services, supervises professional, technical and clerical staff and maintains contact with consumers and providers of the agency to ensure older adults are provided with quality care and numerous opportunities for service.

The successful candidate should have two (2) years of experience as a Deputy Administrator at an equivalent level OR eight (8) years of progressively responsible professional experience in the field of Social Services, which includes three (3)years of supervisory experience and three (3)years of budget and general management experience. A Bachelor’s degree in sociology, social welfare, psychology, gerontology or other related social science. Certification through the Pennsylvania State Civil Service System with approval by the Pennsylvania Department of Aging, specifically the Secretary of Aging, is also required.  Master’s Degree in Social Work or the Social Sciences (sociology, psychology or other related social science) may be substituted for one year of the general experience.  Previous experience as an Agency Administrative Officer III (Deputy Administrator) is preferred. Must possess effective communication skills – both oral and written- and: 

Be able to speak and understand the English language and to follow oral and written instruction
Possess knowledge of principles and practices of social service programs and public administration
Ability to gather and analyze information and apply sound judgment in arriving at appropriate conclusions and determining program priorities
Ability to express ideas orally and in writing
Attend meetings, training and seminars as required
Possess the ability to supervise others, delegate tasks and provide daily direction to co-workers
Possess the ability to function independently , be flexible and have the ability to work effectively with the public, co-workers and others
Must possess knowledge of accepted office practices and procedures 
Possess the ability to maintain confidentiality in regard to public and department information and records
Possess technical knowledge of operating personal computers and other office equipment  with accuracy and reasonable speed
Possess the ability to perform math calculations relating to data and records
