Administrator III-Behavioral Health & Developmental Services

EEO The Westmoreland County Behavioral Health & Developmental Services Program (MH/MR) has an opening for a County BH/DS Administrator III.  This is a career opportunity to direct and administrate the operations of the Behavioral Health, Development Services, Early Intervention and Health Choices programs of the County in accordance with State and Federal laws and County directives.

Essential Job Functions:

Obtain sufficient Federal, State, and County funds to maintain service and or expand services as possible in accordance with community needs.
Insure that mandated Mental Health and Developmental Services are provided to citizens of Westmoreland County in accordance with all applicable regulations, bulletins, policies and procedures.
Ensure that service providers make maximum use of all funding sources before utilizing public funding.
Maintain communication with BHDS Advisory Board, state and regional office of Mental Health & Substance Abuse, Office of Developmental Programs and Office of Child Development and Early Learning, community agencies, elected officials and interested citizens.
Direct staff and approve the development of the Annual BHDS Plans, Budgets and expenditures to maximize efficient use of Federal, State and County funds.
Make employment decisions including hiring, discharge, and discipline of employees, plan and direct their work.
Coordinate resources and services with other human service departments and agencies, particularly Children & Youth, Juvenile Probation and Detention, Adult Probation and Jails, Area Agency on Aging, Drug & Alcohol Abuse Services, etc.
Other duties as required.

The minimum experience and training requirements for this position are a bachelor’s degree from an accredited college or university, supplemented by graduate study to the level of a master’s degree; PLUS five years of progressively responsible experience in such fields as medicine, clinical, psychology, social work,  nursing, public health, education, hospital administration, or public administration including three years experience in planning, development, administration or BHDS services.
