Youngwood residents will experience firsthand the highway construction cliche of “temporary inconvenience, permanent improvement,” when all four lanes of Route 119 will be torn apart to install new water and sewer lines, followed by PennDOT’s reconstruction of the borough’s main north-south thoroughfare.
