Pecarchik wins over GOP incumbent in Westmoreland register of wills primary

Westmoreland County Republicans Tuesday nominated former acting Register of Wills Katie Pecarchik to serve an abbreviated two-year term to head the office, apparently ending the short tenure of her replacement.
