Park Manager

The Park Manager manages and oversees the operation, maintenance and development of assigned regional and specialized County Parks along with parts of the County trail system.

Duties

Providing all aspects of safety training and resources necessary to prevent all injuries and accidents and to comply with all safety regulations, supervises 
Directs and interprets daily work assignments and functions of Parks & Recreation maintenance workers by instructing on the work to be performed, proper work methods and techniques for performing the work safely
Plans work and sets priorities according to seasonal management objectives
Possesses knowledge of the basic principles, practices, methods and techniques in all trades of park maintenance including, but not limited to: Painting, Carpentry, Plumbing, Mechanical, Masonry, Electrical, Welding, Fabrication, Mowing and Landscaping
Directs the maintenance program to ensure all park grounds, structures, facilities and equipment are properly maintained, including but not limited to, buildings, roads, campgrounds, trails, turf areas, vehicles, tools and equipment,
Prepares and justifies annual Parks budget to cover all maintenance needs and costs, monitors and records expenditures to ensure conformance to approved budget
Develops strategic plans to ensure the effectiveness of maintenance and safety measures for the Parks and trails, 
Receives, resolves and follows through with public complaints relative to the Parks and trails within their assigned management area, 
Plans, organizes and manages volunteer laborers for the Parks and trails system, 
Prepares bids/quotes for materials, equipment and services related to Parks and trails, 
Prepares documentation related to park activities to establish accurate recordkeeping, 
Develops plans to remodel, construct, renovate or repair park facilities and structures, reviews and Approves leave requests, overtime work, work performance and ensures employees practice safety in all aspects of their jobs on a daily basis, 
Conducts staff meetings to provide direction, coordination, training and support to maintenance staff, Determines and provides the training needs of each park maintenance worker, 
Works with other Park Managers to prepare bulk purchase needs for all parks facilities, 
Works with the Planning Coordinator to gather information and review, interpret and comment on plans for major park development or construction, 
Coordinates all work within the park and manages park improvement projects and planning projects in conjunction with other park staff, manages contractors doing work at the parks and trails, 
Works with the Program Coordinator to assist in the planning, preparation and operation of park events and programs, 
Works with the Communications Coordinator to determine signage needs throughout the parks, to keep park brochures and website information up to date, and to cover public communication needs such as news releases and public service announcements, 
Coordinates planning, programming and maintenance activities with each Trail Chapter within their management area and assists in fundraising for park projects and programs, researching and writing grant applications to PA DCNR and private foundations, and managing grants received.

EDUCATION/TRAINING
Bachelors or 4 Year Degree in Parks and Recreation or related field is preferred. Public Pesticide Applicators License and Playground Safety Inspector Certification are required within 18 months year of employment. Valid PA Driver’s License required.

WORK EXPERIENCE
3-5 years of progressive, supervisory experience in parks and recreation, building and grounds maintenance, or a related field (including reading and interpreting technical reports, maintenance manuals, engineering and architectural design plans.).
